Setup SciCat with Docker Compose

The scicatlive repo defines a quick and convenient method for getting started. It sets up the Mongo DB , backend and frontend, all using docker containers, starts the containers and connects them , all with a single command. This is also a convenient method to contribute to the development of this project easily.
